Located within the Downtown Historic Overlay District!  Façade Improvement Grant – The City of Killeen offers façade grants for eligible projects located in the Downtown Historic Overlay District.  Matching grants are available on a dollar to dollar matching basis for up to $10,000 per application.  Tax Abatement – The City of Killeen will consider abating the real estate and/or personal property tax for projects which involve investment and/or job creation in the downtown area.  Eligible projects located in the Downtown area may be granted up to 100% tax abatement (city) for a period of up to five years.  Tax Increment Reinvestment Zone (TIRZ) – Allows for the financing of public improvements through utilization of the increase in value due to the development proposed for Downtown properties.  Enterprise Zones – The State Economic and Tourism department identifies Killeen’s downtown area as is designated state enterprise zone.  In addition, the governing State tax code includes the downtown area as a reinvestment zone. Enterprise and reinvestment zones are economic development tools which encourage job creation and capital investment.  The city offers a variety of incentives to those individuals investing in the development and redevelopment in Killeen’s downtown.
